Did you witness or suffer a merchant violation?

Sometimes merchants may add rules for purchasing and/or returns that are not in accordance with their agreement with Visa. If you experience any of the following problems using your Visa credit or debit card when you travel, you can complete an online merchant violation form:

  • Card without a chip:

    • The merchant did not accept your card because it didn’t have a chip.
    • Your magnetic stripe card did not work in the merchant's terminal after swiped.
    • You were asked to enter a PIN and or other information.
    • You were told that there was a minimum or maximum purchase amount when using the card.
    • There’s a surcharge for paying with your Visa debit or credit card.
  • Card with chip

    • When your card’s magnetic strip was swiped in the merchant's terminal, the clerk or terminal itself requested that you enter a PIN and you did not know the card’s PIN or were uncomfortable entering it.
    • The merchant's terminal prompted for a security code or other information that you did not understand or is not in accordance with standard card payment procedures.
    • You were told that there was a minimum or maximum purchase amount when using the card.
    • There’s a surcharge for paying with your Visa debit or credit card.
